The sheriff/deputy in your county will serve you papers about foreclosure proceedings against you.
With all the foreclosure’s going on, I wouldn’t doubt if the procedure is taking longer.

It depends on the interest you have in the property. If you are the homeowner, depending on your jurisdiction, you will be served either via a process server (usually a sheriff, but can be a private company the attorney retains for that purpose), certified mail, regular mail (if you “refuse” certified mail), or, when all else fails, they will publish an ad in a newspaper of general circulation.
If you are a lienholder (e.g., 2nd mortgagee, mechanic’s lien or a certificate of judgment, vendee on a land installment contract), you will usually get certified mail service, but it could be any of the other types mentioned above).
If you are a tenant, and your jurisdiction requires it, you should also be served in the same way as everyone else. If the tenant is not named in the foreclosure complaint, the tenant will get notice once the new owner starts the eviction proceeding.
In all cases, whoever has an interest in the property ought to be served one way or another. You will need to check the law in your jurisdiction as to exactly who can have an interest in real property.
